For the past 33 years, Richard S. Barrow, P.E. has been involved in the engineering and inspection of a variety of projects including residential, commercial, industrial, and high-rise structures. He is also a licensed Special Inspector and has overseen the inspection of a multitude of large threshold building projects. Richard has also performed a number of investigations and has provided expert testimony involving a variety of structural failures and construction defects. He is Certified Diplomate in Forensic Engineering by the National Academy of Forensic Engineers.
Richard has been the President of Liebl & Barrow Engineering from its inception in 1998.

Brian has over 41 years experience in developing plans and specifications for construction of new buildings, rehabilitation of existing buildings and other structures; design and inspection of building construction; investigation and analysis of structural failures and fire-damaged structures; and management of construction projects. Familiar with concrete design including post-tensioned, pre-stressed, pre-cast and conventional systems; steel framing; wood framing; pile and caisson foundation systems. Designed residential, industrial and commercial projects including numerous hospitals, office buildings, industrial and assisted living facilities.

Jeff has 25 years experience in structural design and analysis. Experienced in the development of plans and specifications for construction of new buildings and the renovation of existing structures. Designed structural systems for numerous commercial and residential projects including power plant structures, municipal buildings, schools, public utilities structures, banks, institutional facilities, assisted living facilities, public safety facilities, amenities, single and muli-family residential buildings. Routinely works with a variety of structural systems including reinforced concrete, prestressed and precast concrete, tilt-up concrete, various concrete floor systems, ICF concrete systems, steel and wood framing

Office Manager
Patsy has over 28 years of experience in the building industry. Her experience stems from working with contractors involving various areas of construction. Patsy joined Liebl & Barrow Engineering in October 2015, and is responsible for all daily activities of business operations for the firm, including all accounting duties, scheduling inspections and assisting engineers with reports and submittals.

Chuck holds Standard Inspector BN and Standard Plans Examiner PX licenses certified by the State of Florida. He is familiar with wood, masonry, steel ,and concrete building construction, and is proficient in current building code requirements and specifications.

Senior CAD Designer/IT
John is proficient in computer aided drafting and graphical design using the most current AutoCAD and Revit Software. John has the ability to draft permitted construction drawings from structurally engineered designs. He uses multiple software programs to coordinate architectural
designs into the structural design.
He is responsible for our technical support and has the capability to administer and maintain our in-house computer hardware and software resources. John can analyze and resolve technical issues while insuring minimal downtime and productivity loss.

Miriam is a professional with 15 years of experience as a draftsman and is using the latest AutoCAD Software assisting on projects from the design development phase through completion of the construction documents. She is capable of coordinating with consultants and clients, and helps out in the office where ever needed. She is also multilingual in English and Spani

Engineering Technician
Justin has experience with extensive concrete restoration projects and inspections. He has experience with repair and restoration from bid to completion of projects. He uses multiple structural programs to perform calculations and designs for both commercial and residential building permits. Justin has experience working and checking shop drawings to aid in quality control for construction administration.
